Streszczenie: The aim of the study was to identify differences in the level of perceived safety in the Pruszków and Grodzisk districts as well as the nature of actions taken to increase the sense of security of residents in a place where until recently one of the most dangerous criminal groups in the country still operated. In order to examine the principles of human functioning in local society, the area of special interest - as a result of the exploration of the topic - was covered by the activities of two leading entities that play a particularly important function in shaping the process of local security. The analysis included evaluation of such categories as satisfactory relations with neighbors in the place of residence, permanent employment in the county, lack of crime in the county, unemployment in the county and evaluation of selected entities responsible for public safety.

Streszczenie: Bezpieczeństwo społeczności lokalnych jest istotnym elementem tworzącym wewnętrzny wymiar bezpieczeństwa państwa. Człowiek może realizować i rozwijać swoją osobowość we właściwej relacji z otaczającym go środowiskiem, z którym musi się w jakimś stopniu utożsamiać, by wykazywać inicjatywę w harmonijnym rozwoju społecznym. Społeczność lokalna, choć stanowi element systemu państwowego, w szczególny sposób wiąże działalność podmiotów państwowych, prywatnych i organizacji pozarządowych z silną inicjatywą oddolną w zakresie wzmacniania poczucia bezpieczeństwa na wybranym terenie. W opracowaniu wskazano przykładowe aspekty oceny środowiska lokalnego, skupiając się na poczuciu dumy z zamieszkiwania obszaru danego powiatu, zaletach i wadach funkcjonowania społecznego w badanych powiatach oraz potencjalnej rekomendacji zamieszkania w badanym środowisku społecznym, adresowanej do osób spoza wskazanego podziału terytorialnego.
Streszczenie: The security of local communities is an important element creating the internal dimension of state security. Man can realize and develop his personality in a proper relationship with the surrounding environment, with which he must identify to some extent in order to show initiative in harmonious social development. The local community, although it is an element of the state system, in a special way links the activities of state and private entities and non-governmental organizations with a strong bottom-up initiative in the fi eld of strengthening the sense of security in a selected area. The study indicates exemplary aspects of the assessment of the local environment, focusing on the feeling of pride in living in the area of a given poviat, the advantages and disadvantages of social functioning in the surveyed poviats, and a potential recommendation to live in the studied social environment, addressed to people from outside the indicated territorial division

Streszczenie: W niniejszym artykule, rozważania dotyczące sposobów i mechanizmów zachowania bezpieczeństwa w państwie, rozpoczęto od zdefiniowania pojęcia bezpieczeństwa i bezpieczeństwa państwa. Następnie scharakteryzowano czynniki stwarzające zagrożenie dla bezpieczeństwa państwa i przedstawiono sposoby organizowania bezpieczeństwa. Wskazano, że nie istnieje jedna słuszna koncepcja, w jaki sposób powinno być zorganizowane bezpieczeństwo w państwie, dlatego też w praktyce najczęściej stosuje się różnego rodzaju połączenia. W dalszej części artykułu przedstawiono środki ochrony bezpieczeństwa wewnętrznego i zewnętrznego państwa podkreślając, że środki administracyjno-prawne mają kluczowe znaczenie dla utrzymania bezpieczeństwa wewnętrznego państwa, natomiast pozostałe z wymienionych środków są ważne w odniesieniu do zapobiegania i zwalczania zagrożeń zewnętrznych. Przybliżono również pojęcie strategii i jej rodzaje skupiając się na strategii bezpieczeństwa. Wskazano kompetencje administracji rządowej i samorządowej w sferze bezpieczeństwa oraz ogniwa ochrony państwa w zakresie kształtowania bezpieczeństwa. Na koniec przedstawiono najistotniejsze postanowienia Strategii Bezpieczeństwa Narodowego Rzeczypospolitej Polskiej. Reasumując podkreślono, że utworzenie systemu bezpieczeństwa umożliwiającego zapewnienie odpowiednio przygotowanych sił i środków będących w stanie podejmować działania w sytuacjach kryzysowych wymaga znajomości zasad planowania i koordynacji oraz dostosowania poziomu gotowości proporcjonalnie do wielkości zagrożeń.
Streszczenie: In this article, reflections on ways and mechanisms of state security have begun with defining the concept of state security and security. Then, factors that posed a threat to state security were described and ways of organizing security were described. It has been pointed out that there is no one right conception of how security should be organized in the state, and therefore in practice the most common type of connection is in practice. The article further outlines measures to protect the security of the internal and external states by emphasizing that administrative and legal measures are crucial to maintaining the internal security of the state while the remaining measures are important for prevention. And fighting external threats. The concept of strategy and its types have also been approached, focusing on security strategies. Indicates the competences of government and selfgovernment administration in the sphere of security and the elements of state protection in the field of security. Finally, the most important provisions of the National Security Strategy of the Republic of Poland are presented. In summary, the creation of a security system to provide adequate forces and means to respond to crises requires knowledge of the planning and coordination principles and adaptation of the level of preparedness in proportion to the magnitude of the threat.

Streszczenie: In the article, in reference to contemporary definitions of "security" and "international security", the authors state that the definition of "international security" has a very wide range of content, unlike the general notion of "security" or the definition of "national security". Various models based on the definitions characterize the international security models. Based on analysis of the international security threats, including terrorism or cyber threats, it can be shown that for the sake of the modern international security countries should cooperate with each other, since full security is only possible through multilateral action on its behalf. In view of this, the authors present description of institutions responsible for international security in order to focus more specifically on threats to Poland's security, in the light of local conflicts in the 20th and 21st centuries. The current political and military situation in Poland is relatively safe and stable, thanks to cooperation with the West, although this is not a situation which guarantees total security. According to the authors, the possibilities for the potential threat to Poland's security abound. Some of those include the progressive anarchization of the socio-political life in Russia, nuclear weapons, unstable situation in Belarus and Ukraine, but also the growing number of immigrants in Poland in recent years. Poland should not ignore any of the potential security threats, as the strategic position of the country and its political, social and military situation constantly changes. Also, the European Union and its individual members (including Poland since 2004) should be prepared for the possibility of local conflicts that threaten the international and internal security of individual states. The authors of the study emphasize that international security organizations are not able to provide complete security in the world. This is determined by the lack of effective mechanisms for enforcing the provisions of the treaties or growing nationalism or national and religious divisions. The object of interest for these organizations must be the whole world, because it is impossible to predict where a conflict might be triggered. It is impossible to consider the state of international security without resorting to the archaic, fundamental requirements of the individual need for peaceful living, already at the smallest cell of society. The need for security is one of life's necessities, and one could risk the statement that this is the most important value in the human hierarchy. There is no national security if the safety of a single unit fails to meet the necessary values and needs. Only when the guarantee of existence and further development gives the possibility that the individual or the power is secured, consequential following variables are possible.
