Design/Methodology/Approach: The primary research question is formulated as follows: Does the European Union play a significant role in shaping cybersecurity? Correspondingly, the hypothesis adopted to address the research question is as follows: The EU takes actions to enhance resilience against cyberattacks. In the initial section of the article, fundamental concepts of cyber security and cyberspace are defined. Subsequently, EU tools, Union legal regulations, as well as the obligations of key entities pertaining to cyber threats are presented. The main part of the article provides a detailed characterization of new and major threats to EU member states Findings: The European Union plays a significant role in shaping European cybersecurity, primarily through legislation and its subordinate institutions, which are intended to prevent and rapidly and effectively respond to emerging and new cyber threats. Practical implications: The study relies on the latest research presented in documents and reports in the field of cybersecurity, published between 2020-2022 by international organizations. Additionally, an analysis is conducted based on recent scholarly articles. Information is also sourced from national legal acts and documents published by European Union authorities. Originality/Value: This article addresses security management issues related to the field of cybersecurity, which constitutes a new challenge in light of the rapid development of technology and emerging cyber threats in cyberspace.

These plans are aimed at fulfilling obligations related to the strategy for the Sustainable and Smart Mobility Strategy and the "Fit for 55" package. The European Commission has presented highly challenging proposals for the decarbonization of the transport sector through electrification and support for innovation. The decarbonization of transport will not be possible without cooperation and mutual understanding between manufacturers, suppliers, and customers, or without proper organization of the transport process itself. High-emission means of transport must be replaced with low-emission ones. In the EU, road transport generates 70% of all transport emissions. There are few scalable decarbonization opportunities in the transport sector. Various kinds of solutions should be promoted, yet at the same time, it is imperative to analyze the current situation and forecast desirable potential future outcomes. By employing optimization theory tools, specifically the SOLVER add-in-an Excel-based optimization tool-the optimum structure of the stock of road transport vehicles in Poland's commercial road transport sector was searched for. Several research hypotheses were formulated, primarily focusing on the potential for electric vehicles to reduce emissions significantly. These findings suggest a promising outlook for this transition, with particular implications for decision-makers in the field of shaping transport policy. As a result of the conducted analyses and simulations, the hypothesis-that the application of selected elements of optimization theory tools allows us to determine the optimum stock structure of the Polish road transport sector in terms of propulsion system type (emission performance) in the context of pollutant emission targets set for the sector resulting from the EU's climate policy targets, the European Green Deal, and the EU's transport policy in terms of decarbonization, taking into account determinants and constraints included in the analysis-was confirmed. An important finding and result is the statement that, in its current state, the Polish road transport sector is not ready for the challenges related to the new goals of climate policy, the European Green Deal, and EU transport policy in the context of decarbonization. Streszczenie: The study deals with the issues of international migrations and the ways of regulating this process in the European Union. The issues of movement with regard to human rights contained in the legal acts of the UN and the EU were highlighted. The free movement of people was emphasized as one of the fundamental values recognized by democratic states. The mechanisms and EU tools supporting migration management were presented, i.e. the Schengen Information System (SIS) and the Visa Information System (VIS). In conclusion, the necessity to conduct a common migration policy in order to maintain security in the EU was emphasized.

The value and cost structure of the studied farms were determined and the cost-production relation was assessed. The research covered farms participating in the FADN (Farm Accountancy Data Network) European system for collecting accountancy data from farms. As a part of the main objective, an analysis of the structure and dynamics of costs of the researched farms and the cost-production relationship were assessed. The research period covered the years 2013-2018. On the basis of the conducted research, a high cost burden on production was found both in Poland and the entire EU. In the cost structure, direct costs had the largest share, which were particularly important in farms focused on animal production. There was a differentiation in both the cost structure and cost effectiveness depending on the type of farming. The highest production costs were characteristic for farms of the agricultural type - other grazing livestock, and the lowest for farms specialized in horticultural crops and breeding milk cows. In 2018, compared to 2013, there was an increase in the cost effectiveness of Polish farm production, while a slight decrease in the EU average. The increase in costs and the increase in the cost effectiveness of Polish farm production testifies to a general increase in the prices of production factors used in agricultural production and a decrease in cost competitiveness on the European market. Streszczenie: Celem badań była ocena kosztochłonności gospodarstw rolnych w Polsce na tle Unii Europejskiej w zależności od typu rolniczego. Określono wartość i strukturę kosztów badanych gospodarstw rolnych oraz oceniono relację: koszty - produkcja. Badaniami objęto gospodarstwa uczestniczące w europejskim systemie zbierania danych rachunkowych z gospodarstw rolnych FADN (Farm Accountancy Data Network). Okres badawczy obejmował dane za lata 2013-2018. Na podstawie przeprowadzonych badań stwierdzono wysokie obciążenie produkcji gospodarstw rolnych kosztami, zarówno w Polsce, jak i w całej UE. W strukturze kosztów największy udział miały koszty bezpośrednie, które szczególnie istotne były w gospodarstwach nastawionych na produkcję zwierzęcą. Zaobserwowano zróżnicowanie w strukturze kosztów i kosztochłonności w zależności od typu rolniczego. Najwyższą kosztochłonnością produkcji charakteryzowały się gospodarstwa o typie rolniczym zwierzęta trawożerne, a najniższą gospodarstwa wyspecjalizowane w uprawach ogrodniczych i hodowli krów mlecznych. W 2018 roku w stosunku do 2013 roku odnotowano wzrost kosztochłonności produkcji polskich gospodarstw rolnych, a średnio w UE niewielki spadek. Wzrost kosztów i zwiększanie się kosztochłonności produkcji polskich gospodarstw świadczy o ogólnym wzroście cen czynników wytwórczych wykorzystywanych w produkcji rolniczej i spadku konkurencyjności kosztowej na rynku europejskim.

Legal regulations regulating the external borders of the Schengen Group, treated as land and sea borders as well as airports and seaports of the parties to the Schengen Convention are indicated, provided that these borders are not external borders that formally form borders. The role of entities supporting border traffic management in the European Union is described. In addition, an analysis of documented attempts to illegally cross the external borders of the EU and the borders of countries associated with the Schengen area between border control visits was made, indicating potential threats in this area.

This work focuses on European funds, with particular consideration of the European Territorial Cooperation (ETC) funds. Literature research on the evolution of cohesion policy has been conducted. A new instrument has been described, i.e. the EGTC, based on analysis of legal documents. This paper also seeks to assess the effectiveness of this instrument. For this purpose, the size and structure of 65 EGTC budgets for two programming periods (2007-2013 and 2014-2020) have been analysed. The size of the budgets was compared with the scope of EGTC operations. Numerous barriers related to the acquisition and management of EU funds have been identified. It has been found that the groupings which operate in Central and Eastern Europe, in particular those located on the Hungarian border, were in the most difficult situation. Despite the financial support from the Hungarian government, in most cases these groupings did not manage to complete the projects financed by ETC funds 65 EGTCs obtained slightly more than 0.1% of ETC funds. The budget of a statistical EGTC was EUR 1 million; however, most of these groupings had a budget which was smaller than EUR 100,000. The implementation of statutory tasks was challenging with such small budgets. With few exceptions, this instrument turned out to be moderately effective. As regards the role which this instrument is to play in cohesion policy, it should be further improved.

The following paper aims at presenting the background to the 'in or out' referendum on the UK's membership in the Union, the complexity of the exiting route, the most immediate legal and constitutional consequences of the decision as well as the possible future implications in the internal UK's relationship between the devolved nations. The article bases on a body of papers and analyses provided by several British and foreign institutions and authors published both before the June (2016) referendum was held and afterwards and attempts to examine the kingdom's rights in revising its deal with the European Union, the outcome of the popular vote as well as its possible implications of the new situation. Streszczenie: W sytuacji, gdy Wielka Brytania wyraziła swoją opinię odnośnie dalszego członkostwa w Unii Europejskiej i zdecydowała się na opuszczenie jej struktur, wydaje się niezbędne, aby wyjaśnić, jakie są konsekwencje tej decyzji w kontekście prawnym i konstytucyjnym. Niniejszy artykuł ma na celu przedstawienie tła referendum w sprawie członkostwa Wielkiej Brytanii w Unii, złożoności procedury wyjścia, najbardziej widocznych konsekwencji prawnych i konstytucyjnych, jak również ewentualnych przyszłych implikacji tej decyzji w zdecentralizowanym królestwie. Deliberations are in contents of the study about forms they are accepting which contemporary of migration of people, pointing at potential advantages and losses associated with the inflow and the outflow of the migration workforce. A political science, economic and cultural prospect was moved closer of problem and influence of the phenomenonof the migration on the so-called asylium politics. They referred to the process of coming into existence of regulations as well as an issue of the illegal smuggling of people, the development of illegal criminal groups and terrorist threats which are one of determinants of illegal immigration was brought up. Praca opiera się na analizach literatury, Unijnych i Krajowych dokumentach prawnych informacji branżowych i statystycznych. Główne efekty pracy odnoszą się do problemu definiowania młodych rolników, określenia formy i zakresu udzielanej im pomocy oraz cech, postaw i efektów gospodarowania przez tę grupę rolników w Polsce. Ważnym efektem poznawczym jest analiza wniosków składanych przez młodych rolników oraz wyników ich rozpatrywania przez instytucje krajowe oraz weryfikacji przyznanej pomocy i wypłat. Głównym wnioskiem jest wskazanie na potrzebę rozpatrywania i rozwiązywania problemu młodych rolników w powiązaniu z innymi problemami społeczno-ekonomicznymi wsi min. z problemem ludzi starych. Streszczenie: The paper deals with the problem of young farmers in Poland at the background of the situation in the European Union presented from the perspective of theory, their role in the national and European agriculture, support by the Common Agricultural Policy and the national agricultural policy, and forms and effects of support. The paper is based on literature reviews, the EU and national legal documents, trade and statistical information. The key effects of the paper refer to the problem of defining young farmers, determining the form and scope of aid provided and characteristics, grounds and effects of farming by this group of farmers in Poland. A vital cognitive element is analysis of applications submitted by young farmers and results of their consideration by national institutions and verification of awarded aid and payments. The main conclusion is that it is necessary to consider and solve the problems of young farmers in connection with other socio-economic problems of rural areas, including the problem of old people.
