Streszczenie: This study attempts to identify the progress of the decarbonisation process in the Polish road transport sector. Its main aim is to present potential future scenarios, allowing for the technological, economic, socio-demographic, legal-political environment in three time horizons, i.e., 2025, 2030 and 2035. Design/Methodology/Approach: This study is based on secondary data sources, primarily the literature of the subject and statistical data presented in industrial reports. The methods applied include scenario analysis and the deductive method. Findings: The scenario analysis led to the conclusion that the progress of the decarbonisation in the Polish road transport sector is insufficient to ensure that the targets set by the European Commission are met. To date, however, road transport is the only sector in which greenhouse gas emissions have risen over the past three decades - by a staggering 33%. Practical Implications: The analyses show the variants in which each environmental component impacts the decarbonisation process. Studies of this kind may constitute a clear message for the decision-makers to focus action on selected types of environment which have the greatest positive effect on road transport emission performance. Originality/Value: The situation emerging from the analyses points to the direction and areas on which Poland should put the greatest emphasis. Comprehensive identification of three possible scenario variants and their effect on the progress of decarbonisation in the road transport sector enables us to determine future limitations to achieving the EU's climate policy goals.

Streszczenie: This study analyses the current structure of the means of road transport in Poland in the context of emission performance and transition to sustainable mobility. Its main aim is to present numerical data for key categories of vehicles from the decarbonisation perspective, i.e. buses and trucks, as well as to formulate conclusions concerning the presence or absence of a qualitative improvement in these means of transport, as well as the nature of these qualitative changes, if any. Design/Methodology/Approach: This study is based on secondary data sources, mainly the literature of the subject, statistical data from SAMAR reports with regard to the automotive market as well as statistical information from EUROSTAT. It employs a method involving the analysis of the structure and dynamics of phenomena related to the Polish road transport stock. Findings: Statistical analysis allowed us to conclude that the structure of the means of transport in the Polish road transport sector has seen a noticeable qualitative improvement over the past 10 years, which involved the introduction of vehicles that comply with stricter exhaust gas emission standards, as well as vehicles with other sources of propulsion than internal combustion engines. Still, high-emission vehicles prevail in the sector. The scale of qualitative changes in the structure of the means of road transport in terms of emission performance (types of propulsion) is not permanent. Practical Implications: The analyses carried out in this study reveal the condition of the Polish road transport sector in the context of zero-emission and low-emission transport. This type of study may provide a clear signal for decision-makers that the current steps are insufficient to achieve the set decarbonisation targets. Originality/Value: The overall picture emerging from the analysis is not optimistic. The stock of vehicles in Poland's road transport is dominated by long used or old vehicles, which means that these vehicles have been in service for a long time and that they have poor emission performance, which is disadvantageous in the context of road transport decarbonisation targets.

Streszczenie: In the years ahead, the majority of the EU member states will be implementing their energy and climate plans. These plans are aimed at fulfilling obligations related to the strategy for the Sustainable and Smart Mobility Strategy and the "Fit for 55" package. The European Commission has presented highly challenging proposals for the decarbonization of the transport sector through electrification and support for innovation. The decarbonization of transport will not be possible without cooperation and mutual understanding between manufacturers, suppliers, and customers, or without proper organization of the transport process itself. High-emission means of transport must be replaced with low-emission ones. In the EU, road transport generates 70% of all transport emissions. There are few scalable decarbonization opportunities in the transport sector. Various kinds of solutions should be promoted, yet at the same time, it is imperative to analyze the current situation and forecast desirable potential future outcomes. By employing optimization theory tools, specifically the SOLVER add-in-an Excel-based optimization tool-the optimum structure of the stock of road transport vehicles in Poland's commercial road transport sector was searched for. Several research hypotheses were formulated, primarily focusing on the potential for electric vehicles to reduce emissions significantly. These findings suggest a promising outlook for this transition, with particular implications for decision-makers in the field of shaping transport policy. As a result of the conducted analyses and simulations, the hypothesis-that the application of selected elements of optimization theory tools allows us to determine the optimum stock structure of the Polish road transport sector in terms of propulsion system type (emission performance) in the context of pollutant emission targets set for the sector resulting from the EU's climate policy targets, the European Green Deal, and the EU's transport policy in terms of decarbonization, taking into account determinants and constraints included in the analysis-was confirmed. An important finding and result is the statement that, in its current state, the Polish road transport sector is not ready for the challenges related to the new goals of climate policy, the European Green Deal, and EU transport policy in the context of decarbonization.
