The authors in the first part of the study characterize assessment methods indicating their advantages and disadvantages. They point out that achieving significant results depends largely on the motivation of action. Then they determine the factors and instruments that shape the motivation. They point out that employee evaluation can be helpful in many situations, for example when determining the value of wages or appointing employees who deserve promotion. This is a motivating factor. Periodical evaluation of employees and motivation therefore remain in the combination as part of the personnel function. The authors discuss the periodic assessment in the context of motivation on the example of a budget unit. Well, every periodic appraisal in a budgetary unit is an incentive tool for many employees, especially for taking up learning or participating in training. This is important as it should be remembered that work in this unit requires professionalism, competence, knowledge and skills.
