Streszczenie: This paper contributes to research on potential links between high license fees and wireless markets outcomes. It aims to examine whether high prices paid by mobile service providers in Poland at the 4G spectrum auction could slow down network deployment and hurt Polish mobile consumers. Design/Methodology/Approach: The paper is based on the literature on the spectrum management, public reports published by European Commission (EU), Polish Office of Electronic Communications (UKE) and international diagnostic companies studying the quality of internet. We also study data provided by OoklaŽ based on John Paul II University in Biała Podlaska analysis of Speedtest IntelligenceŽ data from 2017 to 2020 (OoklaŽ trademarks used under license and reprinted with permission). Findings: We found no evidence for the statement that the high costs of spectrum have hurt Polish consumers. Our research has revealed that the quality of the Internet in Poland has been steadily improving, and the prices of mobile services are falling. We also found no significant changes in the relationship between Poland's market outcomes to other countries - the quality of the Polish Internet remains high both before and after the auction, and mobile service prices remain among the lowest in the EU for years. Our findings provide thus some support for the veracity of the sunk cost argument in relation to mobile markets. Practical Implications: The discussions made in this paper could help policy makers in Poland and other countries in spectum management decisions. Originality/Value: This is the only article that analyzes market outcomes in the Polish mobile market in the light of LTE spectrum action in Poland.

Streszczenie: This paper offers a detailed analysis of selected regulatory parameters used as instruments to promote efficiency with fairness for all stakeholders (in the legal sense of equity) in 5G spectrum auctions. Data were collected from sixteen auctions for the C-band that took place in the Member States of the European Union (EU) and in the United Kingdom (UK) between 2017 and 2020 for the introduction of the fifth generation (5G) of mobile communication technology. The selected instruments of intervention are: spectrum packaging, spectrum caps, set-asides, geographical scope of the license, license duration, various forms of license obligations, reserve prices and auction format. Significant differences were observed in national approaches to spectrum packaging, license obligations and reserve prices for efficiency purposes. Our analysis also shows that European national regulators are paying increasing attention to concerns over fairness of decisions on spectrum, or equity, especially by creating opportunities for local private networks to access the spectrum and by imposing requirements on network operators to guarantee more uniform population coverage of newly created 5G networks.

Streszczenie: Purpose: The spectrum is scarce recourses, so it is very important to allocate it in a way to maximize the economic and social returns to the countries` economies. Economists agree that the best way to allocate rare resources are auctions. Despite their good properties, in some environments, they can create inefficiency. We describe some potential sources of inefficiency in spectrum auctions and some negative effects of inefficient spectrum allocation. We also discuss how the government through appropriate spectrum policy and auction designing can promote efficient spectrum allocation. Design/methodology/approach: The paper is based on the literature on the spectrum auction and public documents published by national spectrum authorities. Theoretical discussions are supported by case studies of real world spectrum auctions. Much attention has been paid to the case of the Polish 4G auction. Findings: Extremely high reserve prices or rigorous approach to promoting entry could lead to price distortions, misallocation or even unsold spectrum which harm both competition and consumers. The case of the Polish 4G auction confirms that gaps in the detailed auction rules may lead to significant delays in frequency allocation and increase the risk of an ineffective auction outcome. Practical implications: In the light of our findings, it is important that the rules of the auction in the 3.6 GHz band currently planned in Poland should allow the regulator to control the pace of the auction and take into account the risk of inefficient outcome associated with passive bids. Originality/value: The discussions made in this paper could help policy makers in Poland and other countries in spectrum auction designing.

Streszczenie: Purpose: The purpose of this paper is to characterize the rules of Simultaneous Multiple Round Ascending bid auction (SMRA) and to indicate factors confirming that it is an effective way of allocating radio frequencies. Design/methodology/approach: The paper draws on the literature on the spectrum auction. Theoretical discussions are supported by the real-world examples of spectrum auction. Findings: The paper presents the possibilities of modifying Simultaneous Multiple Round Ascending bid auction rules to adapt it to a specific market. Originality/value: The analysis made in this paper could help policy makers in Poland and other countries in spectrum auction designing.

Streszczenie: The aim of this article is to analyze the first frequency auction in Poland in the context of its significance for the development of the Polish telecommunications market. The subject of the bid was frequencies licenses in the 800 and 2600 MHz bands required for the provision of broadband data services on mobile networks using LTE technology. Due to its innovative nature, this auction generated a lot of controversy among experts as well as the auction participants. The auctions lasted 116 days and generated revenue of over PLN 9 bilion, which exceeded the expactations of the auction organizers several times.
